You probably need to install SQL*Net (client AND server). If you are using 16bit apps, make sure you intall 16bit sqlnet.

I'm rather sure they are there, but they are 16bit apps(so they can run under Win3.1) so look for them under the \ORAWIN directory or under the Client software in the install...
