Can't call any DBMS_PIPE procs from anything other than sys

Hello All,

I'm trying to use the DBMS_PIPE package supplied with 7.1.3 on a DEC Alpha OSF/1 3.0 machine. The package works fine from sys, but from any other user I get the following...

 ORA-04068: existing state of packages has been discarded
 ORA-04067: not executed, package body "XYZ.DBMS_PIPE" does not exist
 ORA-06508: PL/SQL: could not find program unit being called         

..yet I have run the dbmspipe.sql script from within user XYZ's account with no errors.

Can anyone help me out here!?
