v7.1 ODBC Drivers

I've been trying to get the Oracle 7.1 ODBC drivers to connect to an Oracle 7.1 database. I have "ORA71WIN.DLL" in my "ORAWIN\BIN" directory. I have
"SQORA71.DLL" and "SQORAS71.DLL" in my "WINDOWS\SYSTEM" directory.
"ODBCINST.INI" and "ODBC.INI" datasources appear to be configured correctly.
When I execute Oracle's ODBC test utility I get this error: "This application uses CTL3DV2.DLL, which has not been correctly installed." If I try to connect to the datasource I get: "SQLSTATE: IM003 Native Error Code:0 Driver Message:[Microsoft][ODBC DLL] Specified driver could not be loaded". Anyone have any ideas?
