Table Privs ? (OpenVMS)

I am log in as SQLDBA and attempt to grant a user access to a table
by issuing the grant option and receive an error.....
SQLDBA> grant select on ops$dc.m1_table to ops$mike;
Any ideas on why the SQLDBA, SYSTEM, or SYS can't grant a priv to
a table...
