ORA-06108 is an Operating system specific error. It is a SQL*Net TCP error. I have the "Starting Up SQL*Net TCP/IP for Windows" manual here and it documents this error. I am typing it here .( without permission..:) ) ORA-6108: NETTCP: Connect to Host failed Cause: Connection attempt to remote host has failed. Probably means that the SQL*Net TCP/IP server on the remote host is not up, or the host itself is not up( Check it with ping or telnet ).
Action: Start the SQL*Net TCP/IP server process on the remote host.

It is probable that someone shut down SQL*Net on the server and fogot to turn it on...
