OWS on NT Workstation?

Does anyone know if the OWS for NT I downloaded from www.Oracle.com will work on NT Workstation 3.5?
If so, could someone tell me how it works on a standalone NT setup. I have CDE#2 tools and OWS loaded, but I cant seem to get the tools (Sql for example) to talk to the server.
I have used PO7, and this version comes with a database manager which is used to bringup the server. I cannot find this tool on the NT version - is it there? I note in the service section of control panel that there is a oracle service automatically running.
