how many users on a pentium?

I have a client who is somewhat interested in porting a database system to Oracle. They will have up to 16 concurrent users. All will be conncected via dumb terminals (vt100's.) It's probable that two of those will be connected as client pc's at a later date. Will Windows NT running on a high end pentium support this or will they need another hardware platform, such as a dec alpha? If the pc can support this will it need extra ram and disk drives? Etc. (I may not be using the term "concurrent" correctly. Currently, they have 16 devices connected. Thirteen are terminals. When several people are logged on and one is doing a lot of disk i/o the system response time is 4-5 seconds -- which is too slow for me.)
