Can I create Windows client disks?

I would like to create a set of 3.5" disks for installing the Oracle Windows Client software (i.e. SPX and required support files only) rather than using the CD-ROM. So far I have not been able to find any reference to creating a set of install disks and I am hoping someone might be able to help me out.
