Oracle7 and standalone system

I tried to post this earlier, but I don't think that it worked. Anyway, I recently received the Oracle7 for Windows beta along with Oracle Tools. I installed everything on my PC successfully. The problem I am having is trying to start the database. Whenever I try to start the database I get a ORA-03121 error saying that I have not connection interface. After researching, the issue is SQL*Net. My question is do I need SQL*Net on a standalone system and if so how do I set it up? The documentation does not lend much of a hand in this arena. If I do not need SQL*Net, how do I get that to work? Any direction would help.
