sql*reportwriter

I've got a problem with reportwriter 1.1.14.9.1 It repeats the page header when the page is full without putting the form-feed. When the page is not full it's working fine.

I really think it's a bug from oracle because i don't have any control on this.
It's the page header, so it's suppose to put a form-feed.
