The ftp.oracle.com downloadable version of PO7 does not include PL/SQL. PL/SQL requires 16 MB of memory to run.
The other products, RDBMS, SQLPLUS, SQLDBA, TOOLS ... install and run in my 386DX40 with 8 MB ram and a Windows 3.1 swapfile size of 20 MB.
The biggest problem is disk space and hangs everybody during the install.
