Your local system or IP provider should have a local test environment. For example my IPP (Jaring) has a local newsgroup jaring.test and a e-mail address test_at_jaring.my for subscribers to test their e-mail and newsreader software. (these echo all messages including route and header info. Great for debugging!)

Look at your local system's FAQs or contact the admins there.

I'm posting this instead of e-mail in the hope that this may be of use.
