Receiving error when logging into sqlplus

Running Oracle 7.0.16.6.0 on a Sparc 2000 running solaris 2.3.

#uname -a
SunOS phoenix 5.3 Generic_101318-42 sun4d sparc

Here is the error message I'm receiving after oracle is started without error.

phoenix% sqlplus

ERROR: ORA-01034: ORACLE not available
