Setting REMOTE_OS_AUTHENT to TRUE should be done only with extreme care. Setting it to true means that the database will trust that the username passed by the client over SQL*Net is valid.

My guess, without additional information, is that the SQL*Net listener is not up or that TWO_TASK is pointing to an address which no longer exists. Your DBA will have to determine what the problem is.
