  From the Oracle 7 Server Migration Guide, Migration Overview page 1-5, "Note that you cannot import an Oracle7 export into a Version 6 database." Note that the overview says that you can send the table data to a V6 database with the Sql*plus COPY command, via CREATE TABLE AS SELECT, and by running CATEXP6.SQL on your V7 database, and then exp/imp. The last step should NOT be done to a continued production V7 database.
