Need help with CDE Tools on O7 on Win NT

I installed the Oracle 7.0.15.6 database and the CDE tools on my Windows NT 3.5 machine. I am able to start up the database, but when I try to run SQL+ I get the error "ORA-06221 NETNMP: Named pipe busy". The manual indicates that this means the database is non-existent or the available named pipes are busy.

I am able to start the database, so I know it is there. I have the NMP listener and Oracle services started so that isn't the problem. I can get in through the SQL*DBA.

I know O7.0 is not supported in Windows 3.5, but I have seen others running it just fine. BTW, my installation of WinNT 3.5 is very vanilla--no network or anything special, just a sandalone machine.
