ProC and Sybase

Oracle developer needs to know.
What is involved in migrating C programs with embedded sql statements from Oracle to Sybase?
The code to be migrated maintains close adherence to ANSI sql syntax, uses numerous Oracle functions (upper,lower,max,to_date,decode,...).
- Can the output of ProC be executed directly against a Sybase database with the identical schema?
- Does Sybase have something similar to ProC?
- How "compatible" would Oracle ProC be with the Sybase equivelent (if they have one)? Will I face many syntax problems?
