error message relating to DBMS_PIPE in oracle

Hi,
When I use DBMS_PIPE facility in one of my PL/SQL procedures
I get the following error message.
"ORA-06509: PL/SQL: ICD vector missing for this package"
Does anybody know the meaning of this message?
Any help greatly appreciated.
