Can't start SQL*PLUS as users other than oracle

I just installed oracle v6.0.36 to my machine (vax, ultrix). I tried to run the sqlplus/sqlforms/sqlmenu packages as a user other than oracle. I got the same problem, saying that message not found. However, I had no problem running sqldba.

All packages works fine if I log in as oracle. Any hints? Thanks in advance. Please email me if possible.
