Windows NT or PC as development platform

We have been developing applications in SQL*forms 4.5 on PC's and porting the results to MAC's and other PC's. We are now thinking about developing on NT. Does anyone know difference in performance and any portability issues. Also we have been using the case product on VMS workstations and wonder if NT version is acceptable.
