NetWare version of Oracle ship with a xBASE migration utility that reads in a xBASe file and create a Oracle load file. You can then load the file via SQL*Loader to the oracle7 database. Or you can export the xBASE file to text and write a control script to do the same thing - I like the first choice better. You can also use Q+E from Intersolv to save the xBASE file to oracle7 via a nice GUI environment.

Yes - you can use the same Fox front ends to Oracle - but you need to use FoxPro Professional - it has hooks to ODBC datasources.
