Oracle to Unix Connect Time

Environment: Oracle 7.1.3, SCO Unix Open Server 3.0.0, Novell LAN 3.2, PCs.
Problem: Using Oracle NETTEST.EXE it takes approx. 30 seconds to connect.
Question: Is this the normal response time expected to connect to Oracle?
Hints: Response time for queries is normal (fast).
Using tools such as Powersoft Infomaker 4.0 and SQL Studio also
take the same amount of time to connect, but once connected
response time is normal.
