Reading Text files in Stored Procedure

I've been looking throught the 237.4 reams of manuals, but still can't find the answer to a question:

Can I do file i/o from a stored procedure? I want to read a fixed width text file into a table in a stored procedure. (I don't want to use the loading utility, if I can avoid it, for a number of reasons.)

I'm looking for simple statments like Open, Input, LineInput, Close, etc. The word "file" doesn't even have an entry in the manuals I've looked at.

Any advice is greatly appreciated!
