CDE2 Tools include a new product called Procedure Builder 1.5; this let's you create client PL/SQL (for Forms, Reports, Graphics) and server PL/SQL (eg. stored procedures), all from the client side.

This does include a *full* debugger, but the debugger can only be used for PL/SQL running on the client. I seem to remember hearing that there may be a point release of Procedure Builder that will enable it to debug stored procedures, too.

I don't know if Oracle are planning on bundling some of this stuff with the database, for those customers who don't buy CDE2 Tools.
