Cost-based Optimizer - V7.1.4

We currently have Oracle V7.0 and using the cost-based optimizer. We often have to override with the rule-based optimizer. We have been told that a lot of bugs in the cost-based optimizer have been fixed in V7.1.4. Is this true? I would like to hear people's experiences using the cost-based Optimizer with V7.1.4.
