Yes, 16MB is the minimum recommended RAM but 32 or more is ideal. I have pretty much put this to the test on 486 SX/33 16MB machine vs. 32MB (and) vs. Pentium 75 w/32MB. The 16MB machine ran like a dog (the designer was OK). Both 32MB machines ran great, and the pentium obviously ran slightly faster.
