I know of quite a few people running client/server in 8 MB. Personal Oracle7 uses between 8 and 16MB RAM in typical configurations -- you might try starting the Forms Designer by itself without the database, or starting the database, checking the memory, starting Forms, and then checking memory again to find out the incremental memory used by Forms. 12MB is I believe the Windows recommended memory for Forms running client/server.
