Help in choosing a development environment for Windows

Can anyone please advise me on which database development environment I could use to develop dos and windows based database applications without paying any royalty fees or distribution costs to the company the database development environment was purchased from?
For example, can I use FOX PRO to create database applications for windows and not have to pay Microsoft a fee for each database I sell? Or have to make the client purchase fox pro from ms first...
Which is recommended by the mass majority where the following are concerned: speed, flexibility, price, compatibility, and ease of freely distributing.
I am considering DBase, Access, FoxPro, and Paradox.
My main interests are in Windows development. I understand that certain companies sell developer distribution kits, but I don't know which ones are good or what to buy...
If anyone can please help me reach a decision, I would greatly appreciate it.
