Yes,
The important things to remember is that the directories in oracle.ini
reflect the
network directories. The directory of where oracle.ini is set is in your
win.ini file
under [Oracle]. There is a varible that will point to the oracle.ini file.
Also on your client
you will need to have drive:\orawin\bin directory in your path.
If you have the CDE tools on your client, you can simply copy them to the
network and
just change these files( oracle.ini and win.ini). When the user logs in
make sure its mapped to the orawin\bin directory.
