ISQL database conversion to Procite

I have learned that a local research library has a large bibliographic database, one man's work of some years, in ISQL, apparently a defunct (and now unsupported) IBM program. THe library is preparing to retype the entire database, as noone has been able to figure out how to convert the data from ISQL format to PROCITE format (a standard library bibliographic dtatbase, searchable on-line, etc.).
Can anyone point the way, with at least a clue?
