Without knowing much of anything about Windows (in other words, don't ask me), I can only offer the following suggestion:

Make sure you extracted the files with the -d option (the .BAT files on the Web server do this for you). If you do not, the appropriate directory structures will not be created and the installer will fail with the errors you are describing. These errors may be cause by something else, but this would be the first thing I would check.
