If you have a shell account, you can ftp to ftp.oracle.com once you are there cd to /pub/www there are both the 16.5 Mb. file and a version that is broken down into a bumch of small files that are between 1mb and 1.8mb.
I recommend using ftp to transfer them to a unix host (your sevice provider). Then transfering them by zmodem in a batch. So that if the transfer is interupted you can just get the files that were missed. Also if one of the files is corrupt, you can download that individual file over.
