I could install Personal Oracle on 386 DX at 40MHz with 8 MB RAM physical memory and 20 MB virtual memory on Windows 3.1.

Also, I could mention that it was installed completely. But it's very slow because it has to swap all the time to hard drive because of so "little physical memory".
