Spencer,
This sounds like you are not finding the interface drivers files needed to run any of the ORACLE products. Usually there are one or two of these files (when running on a network anyway) called NW*.dll or something like that.
Make sure all the oracle subdirectorys are on your path and set correctly in the ORACLE.INI file... then try again.
