SQL*DNT 2.0 Performance Feedback Wanted

We have recently moved to Oracle 7 server and SQLNET DECNET 2.0. Our
*.ora files on client and server are running fine but we are experiencing
really slow connect/link times about 25 seconds for first form to run.
Also slow response times from queries and other VAX/Network related
functions.
VAX 7620 VMS 5.5-2
Standard ethernet backbone
DEC 486DX 66 w/ PCI DC5270 enet cards 2k mode
SQLNET resides on Pathworks 4.1 file service.
Should we move to IP for better net resonse?
Let me know what kinda response you are getting w/ SQLNET 2.X w/ DECNET.
