The tools tablespace is used mostly by the application builder tools and their demo suites. If you omit the demos you won't need much tools space. as for system, it depends on what you intend to create later; all stored procedures & triggers consume system space.

you can always add more files later if you need to; so start with 15M for system, and nothing at all for tools.
