This is a pain in the butt. You move a company to a product because they claim portability. After the conversion is halfway done you realize that they are LOCKED into Windows after shunning Windows for years. Look at all the new products:
Oracle7 for Windows => Server Win 3.1, Client Win 3.1 Oracle7 for Windows NT (workgroup) => Server Win NT, Client Win 3.1 Oracle7 for OS/2 (workgroup) => Server OS/2, Client Win 3.1 Oracle7 for Netware (workgroup) => Server Netware NLM, Client Win 3.1 Oracle7 for Windows NT (full) => Server Win NT, Client Win 3.1 (not 100% sure) Oracle7 for OS/2 (full) => Server OS/2, GUI Client Win 3.1, Char client OS/2 Oracle7 for Netware (full) => Server Netware NLM, Client Win 3.1

Bottom line: all gui clients on the desktop are Win 3.1.
