Mulit-instance Communication under NT

I have oracle 7.0.15.6 for NT running unders NT Version 3.5
While I can get 2 instances up in this envrinment, I cannot get them to talk to each other. I am trying to use the pipe driver in my database links and I get pipe bussy error.
Has anyone gotten this to work?
