Need info on database design tools on PC

I am studying what low-cost database design tools are available on *PC* (or on UNIX but with comparable prices). Features I am looking for include:

• ER model editor
• Data Flow Diagram editor
• Data Dictionary editor

I am looking at something that costs less than US$1500. Thanks in advance for sharing your information.
