I realize that this is, at best, a minor gripe, but...
ORACLE_HOME = /oracle/product/7.0.16/ and ORACLE_SID = TEST
^
vs.
ORACLE_HOME = /oracle/product/7.0.16 and ORACLE_SID = TEST
result in diffrent instances.
IMHO, when an oracle home manages to refer to the same directory as another with the same SID, the instance should be the same.
If it were me, I would drop terminating "/" when forming the instance name.
