SUMMARY East Bay Municipal Utility District has a position open for an Application Programmer Analyst III (APA III) doing Oracle database application programming work. This position is open now. The salary range for the position is $3,838 per month, increasing to $4,030, $4,232, $4,443, and $4,665 after 6, 18, 30, and 42 months respectively. ABOUT THE POSITION APA III is the journey-level class in the professional programming and systems analysis classification series. This position in the Data Base Administration Unit performs systems analysis and design for large, complex applications; performs data and database analysis; prepares complex programs; and installs and customizes software packages.

The District's Information Systems Division Strategic Plan places primary focus on new application development on the Oracle7 database, using Oracle's Development tools. In addition, the District is involved with a major initiative to migrate its existing systems to the Oracle7 environment. The current Oracle7 environment includes a very large shared data repository on an IBM mainframe, with specialized Unixbased  Oracle databases in the Water Operations, Mapping, and Laboratory areas. Within the next 12 months, a major effort will be completed to move the Oracle7 mainframe database to a scalable, Unix-based platform to enhance performance and deliverability of advanced applications.

Minimum qualifications include: Completion of four years of college resulting in graduation or its equivalent and two years of experience programming business applications for computer systems, including one year at a level comparable to or higher than the class of Applications Programmer Analyst II, or an equivalent combination of related education and experience. o Entity/Relationship Data Modeling
o Oracle Tools programming, including SQL*Forms 3.0,

   SQL*Plus, and Utilities (Import/Export, SQL*Loader) o Oracle7 server-side programming using stored procedural

o User Requirements analysis and documentation

Related experience in the following areas will also be helpful:

o Multiple Operating Systems including Unix, OS/2, Windows,

   IBM mainframe VM
o Oracle CDE, including Oracle*Forms
o Client/Server application development and deployment o Third party tools including ERWin/ERX and SQL*Studio.
