During the installation procedure, there is a phase were you run a set of SQL-scripts. One of them includes package STANDARD. Since I can't check it out now, I can't say for sure witch script that is. But maby it's in CATALOG or CATPROG. All you have to do is to check the installation procedure.
Those scripts must be run under SYS userid. (Propably using SQLDBA not SQLPLUS).
