dbshut just does a normal shutdown, not a shutdown immediate. So, if you have any active connections, dbshut will wait until they log out of ORACLE. Not too nice if you have users that habitually walk away and leave themselves connected to ORACLE.
When I run dbshut, my intention is to shut down the database, even if there are active users. So, I modified my copy of dbshut to do a shutdown immediate.
