Screen Size Considerations

I need to migrate a Forms 2.3 block mode application to a Forms 3.0 character mode environment. Most of the existing users use a 43 line screen (3270 MOD 4). In the character mode environment, can I use VT-100/220 emulation--or something similar--with screen lengths of 43 lines or greater? How do I best allow 24/25 line and 43 line users to co-exist? Any other thoughts/pointers?
