We use the Parallel Server functionality on DEC VAX/VMS. We have set it up so that new connections automatically go to the parallel instance if the primary instance is down. Existing connections would have been "blown away" when the instance failed (or, in our case, when the node failed) so those users need to manually reconnect, but will automatically reconnect to the available instance. It should work the same for DEC Alpha VMS as well, and is probably coming soon for many of the other platforms you mentioned.
