SQL*NET/VAX Install Problem

We are installing SQL*NET version 2.0 (NetConfig 2.0.15) for Oracle 7.0.16.4.0 on a VAX VMS System. The manual states that the following line is to be added to tye ORACLE database startup file:
_at_ORA_NETCONFIG:NETINST
Unfortunately the file NETINST.COM does not exist in this directory. Have we done something wrong or is the manual in error?
Any help would be greatly appreciated.
