Oracle's moves toward the desktop

I recently noticed two significant Oracle moves toward the desktop.
- Oracle7 for Windows - Apparently a new product available now.
- Project X - Available in Jan '95. Competitor of Microsoft desktop tools.
Is Oracle serious about challenging the desktop database and tools market? What are the implications? What market impact is expected?
