NT 3.5 SQL*Plus startup error - need help

I recently upgraded from NT 3.1 to NT 3.5. My oracle services are started, the database is started, I can access tables with SQL*DBA. When I start up SQL*Plus, after the password is entered, there is a long pause followed by this message:
ORA_06221(cnct err, can't get errtxt.)
Everything worked fine with NT 3.1. I have re-installed everything again with the same results. Has anyone run across this problem? Received on Sat Nov 19 1994 - 05:35:52 CET
