I don't have the experience with NET ver 2.0 but I have had problems with NET ver 1.0 on my PC. All I can sudjest is that you take a look at the number of connects allow on your NET ver 2.0 on your server. This problem can also occur if the versions of with WINSOCK.DLL on your local machine is a version that NET 2.0 does not like.

I gather that Oracle not much help on this, since I had to solve my problem for them. The error message that you are getting may not hav anything to do with the actual problem.
