User SYSTEM's tables

I'm working on AIX 3.2.5 with Oracle V7.0.16.6.
I've created a new database
Thank you.
with the 'create database' command.
Now, I would use the tools (SqlForms30, SqlMenu50, ....)
on my new database.
How can I create the user SYSTEM's tables for this tools
without running Orainst ?
Does procedures SQL exist for each product ?
